The PNG Immigration Division recently provided a list of countries considered “high risk” and whose nationals must obtain a Tourist Visa prior to arrival.

Visitor and Business entry permits are not available upon arrival for citizens of the following countries:

Applications for visas must be made to Immigration for final clearance.

Although no specific procedure has been provided, based on recent experience, the following appears to be the best way to assist visitors from these countries:

The importation point is that the Visitor & Host must demonstrate that the Visitor is a bona-fide tourist who will return to his/her country of origin.

Once done, it may still be necessary to follow up with a phone call (or several) to a contact person in Immigration.  A lead time of 3-4 weeks prior to arrival is advisable.
